Well I know that our Russian friends are not a fan of Mr. Hubbard's work, labelling his writings as "extremist" and "anti-social" and a Russian court found some Scientology literature to be illegal in Russia. So maybe in New Mexico they're thinking "hummm, best plan for the worst case scenario here....
